SUBJ: Urgent Need for State Support of Public Higher Education / Stockton University

As legislative leaders, your support of higher education is not only critical for New Jersey students, but also for the State’s economic sustainability.  

While the State faces significant fiscal challenges, we cannot afford to compromise investments that yield immediate and long-term economic and social benefits.  The Governor’s proposed FY26 budget includes devastating cuts to higher education – nearly $185 million in reductions – including severe cuts to operating aid and Outcomes Based Allocation (OBA), the complete elimination of Summer Tuition Aid Grants (TAG), and reductions to the Garden State Guarantee.  These cuts threaten New Jersey’s ability to provide high quality, affordable education and retain talent within the state.  

At Stockton University, we serve 8,800 students, 96% of whom are New Jersey residents. Our student body reflects the make-up and resilience of the surrounding region:  

• 47% are first-generation college students  

• 42% are Pell Grant eligible, highlighting their significant financial need.  

Despite having the second-largest enrollment among our peer regional universities, Stockton receives the second-lowest state appropriation per full-time student - $4, 661 compared to the state average of $5,598.  This history of underfunding inhibits our ability to maintain facilities, enhance academic programs, and keep tuition affordable. Nonetheless, Stockton outperforms national benchmarks, with four– and six-year graduation rates (56% and 72%, respectively) exceeding national averages (49% and 64%).  

New Jersey’s regional public universities are a cornerstone of the State’s economy. Collectively, our institutions graduate over 55,000 students annually, with many remaining in New Jersey.  These institutions generate $6.1 billion in economic activity each year – a remarkable $16 million return for every $1 million invested by the State.  

To sustain this positive economic impact, stand with our students, and ensure that New Jersey remains competitive, I urge you to support the following critical FY26 budget priorities:  

• Restore $70 million in OBA funding to offset labor contract increases.  

• Restore $30 million in Summer Tuition Aid Grants (TAG) to support over 2,000 students at regional public institutions who would otherwise lose $5 million in need-based aid, jeopardizing retention, timely graduation, and increasing student indebtedness.   

Continued State investment in Stockton University and New Jersey’s regional public universities promotes affordability, curbs out migration, and strengthens our workforce. Our students are the backbone of New Jersey’s economy, and their success depends on the State’s continued support.
